It is cargo that travels loose, with no individual packaging, directly in the vessel's holds or tanks: grains, soybean meal, fertilizers, oils. It is measured by weight or volume, not by units, and it makes sense when the product is homogeneous and the volume is large.

Because a bulk carrier pays for every day it spends at the port, and those delays go to your cost. Permits and documentation must be ready before berthing: that is where the operation either flows or gets expensive.

As a general rule, in Venezuela customs declarations and customs-regime procedures are handled through an authorized customs broker, as set out in the Customs Law (Ley Orgánica de Aduanas). The law provides specific exceptions, but an ordinary commercial bulk import requires a broker. UNICA handles permits, classification, the declaration, inspection support and customs release; the terminal and other operators perform the discharge and physical handling.
